Biography
Samuel C. Sugarman, CEM, CDSM, CIAQM, CTAB is an internationally recognized test and balance and HVAC consultant, instructor, and author. Mr. Sugarman has over 40 years of hands-on testing and evaluation of HVAC systems from small commercial to nuclear power plants. Using this experience, he has taught over 500 training programs and seminars and authored numerous articles, books, certification tests, manuals and video scripts on HVAC system design and optimization, evaluation and performance testing, air and water test and balance, cleanroom and laboratory fume hood test and certification, energy management and retrofit, indoor air quality testing, and commissioning. As an adjunct professor at San Diego City College Environmental Technologies Department, Mr. Sugarman taught fluid flow dynamics and advanced refrigeration courses for 16 years. He has teaching credentials from California and Washington and certifications as an Energy Manager, Demand Side Manager, Indoor Air Quality Manager and Testing-Adjusting-Balancing Professional.
