Biography

Kevin J. Fandl is an Assistant Professor of Legal Studies and Strategic Global Management at the Fox School of Business at Temple University.  At Temple, he teaches in both the undergraduate and the Executive Masters programs. He also serves as a regular Visiting Professor at the Universidad de Navarra in Spain and the Universidad de los Andes in Colombia. Prior to this role, he spent a decade as a federal public servant, most recently as the Chief of Staff for international trade and intellectual property at U.S. Immigration and Customs Enforcement. He also held roles as Counsel to the Assistant Secretary and as the Executive Secretary for the agency. He won numerous leadership awards while in federal service, including a Homeland Security management award issued by the Secretary of Homeland Security.

Following law school, Kevin was selected as a Presidential Management Fellow, leading him into a career of public service.  He rotated through U.S. Customs and Border Protection, the U.S. Trade and Development Agency, and finally U.S. Immigration and Customs Enforcement.  He began his doctoral studies in 2005 and was awarded a Fulbright scholarship in 2006 to study and teach law in Colombia.  This experience greatly expanded his view of legal education outside the United States.  He has also consulted on projects for the World Bank and the Organization of American States as a technical legal expert on international trade and migration.  He has lectured on these topics in Colombia, Chile, Costa Rica, El Salvador, Guatemala, Spain and the Dominican Republic, often at the invitation of the government or legal community.  He lectures in English and in Spanish.

Kevin began his teaching career in 2004 as a practitioner-instructor for foreign LL.M. students at American University’s Washington College of Law.  In 2007, he worked with that University to develop its first Legal English program, which grew from 15 students to over 50 today.  He continues to serve as the substantive legal advisor to that program.  In 2009, he was invited to be the Course Advisor for the International Law Institute’s Legal English program, which trains government officials and practitioners on substantive U.S. law topics.  Additionally, he is a regular Visiting Professor at the Universidad de Navarra (Spain), and a lecturer at the Universidad de los Andes (Colombia), the Universidad de Chile (Chile), George Washington University, and Georgetown University Law School.  In 2011, he founded the Global Legal Education Institute, which delivers intensive practical law courses to foreign legal practitioners and advanced law students around the world.

Within his academic work, Kevin has written and published extensively in the areas of immigration, trade and international public policy.  He also published two international practitioner-focused books on U.S. law and legal analysis and has a third book due out in 2015.  A list of his publications is included below.  He is a regular presenter at conferences hosted by the American Bar Association, American Society of International Law, and the Academy of Legal Studies in Business.  His scholarly articles have been published by the Northwestern Interdisciplinary Law Review, the Yale Journal of International Affairs, and the Harvard Journal of Law and Policy, among others.

Kevin earned his Ph.D. in Public Policy from George Mason University in 2010.  His dissertation addressed the rule of law and small business development in Colombia.  He earned his Juris Doctorate in law in 2003 from the American University Washington College of Law, where he served as the Senior Critical Essays Editor on the International Law Review.  He also completed his Masters degree in International Relations at American University in 2000 and a certificate in International Human Rights Law from Oxford University the same year.  Kevin is licensed to practice law in New York, Massachusetts, and Washington, D.C.
